CRITERIA APPLICABLE TO ALL MEDICAL GRADUATES

GENERAL INFORMATION Information concerning the 2024-2025 cycle with admission on July 1st, 2025

The Quebec’s four faculties of medicine and the Quebec Ministry of Health have agreed on the following policies for the 2025 R-1 match. Individual residency programs may have additional criteria for their own candidate evaluation process.

Please pay close attention to specific program criteria and to the provincial criteria detailed below.

All match candidates must meet the Collège des médecins du Québec (CMQ)’s registration criteria.

Criteria for recency of practice or medical studies

Applicants must be able to demonstrate with official documentation that they have:

  • completed their undergraduate medical education (Doctor of Medicine, MD); or
  • been in a residency program; or
  • practised medicine independently*; or
  • successfully completed the CEDIS program (assessment/orientation session and medical skills and knowledge refresher internship)

within the four years preceding the admission application.

Preference will be given to applicants who can demonstrate that they have had a sustained and continuous independent clinical practice for a minimum duration of one year within the four years preceding the application.

*Please note that observerships and telemedicine are not considered independent clinical practice.

Applying to a Faculty of Medicine in Quebec

In Quebec, the first iteration of the CaRMS residency match is limited to graduates of accredited medical schools in Canada and the United States, or International medical graduates (IMGs) who have completed the equivalence process of the Collège des médecins du Québec. These graduates must have never undertaken residency training in Canada or the United States (including fellowships).

New in 2025

Graduates of accredited medical schools in Canada and the United States, or International medical graduates (IMGs) who have completed the equivalence process of the Collège des médecins du Québec, who have previously undertaken residency training in Canada or the United States (including fellowships) and/or who are not citizens or permanent residents of Canada are eligible for CaRMS consideration in the particular stream (contingent particulier) during the second iteration. US graduates

An American medical graduate seeking residency training in Quebec who is an American citizen and not a Canada/US dual citizen must apply in the second iteration under a special quota called the particular stream. Canadian citizens may apply via CaRMS in the regular stream during the first iteration if they have never undertaken residency training in Canada or the United States.

Graduates of a US osteopathic school (DO) accredited by the Commission on Osteopathic College Accreditation are also eligible in accordance with the above criteria.

Visa students

Quebec MD visa students are eligible to apply to Quebec programs.

MATCH STREAMS Applying to a Faculty of Medicine in Quebec

R-1 admission to residency training programs in Quebec via CaRMS occurs via two streams: the regular stream and the particular stream. The particular stream is limited to the second iteration of the R-1 match.

Only candidates meeting the criteria for the regular stream (see above) will be considered in the first iteration of the R-1 match.

Regular stream

This stream is reserved for graduates of accredited medical schools in Canada and the United States.

It is also open to International medical graduates (IMGs) who have completed the equivalence process of the Collège des médecins du Québec and who have never undertaken residency training in Canada or the United States (including fellowships).

Graduates must be:

  • Citizens or permanent residents of Canada, or Quebec medical students with visas.

Graduates who do not meet these criteria should look into applying via the particular stream during the second iteration of the R-1 match.

RESTRICTIONS
  • Out-of-province visa students are not eligible to apply to Quebec programs via the regular stream due to provincial regulations. Consequently, visa-holding medical graduates from other provinces are not eligible for admission in the first iteration. They may, however, apply to the particular stream.
  • IMGs who have not obtained recognition of equivalence from the Collège des médecins du Québec are not eligible for admission.
  • Candidates who have undertaken residency training in Canada or in the United States (including fellowships) are not eligible for admission in the first iteration. They may, however, apply to the particular stream.

ADDITIONAL CRITERIA FOR CANADIAN MEDICAL GRADUATES

RETURN OF SERVICE (ROS) REQUIREMENTS Four positions are available for candidates who will commit to practicing medicine in New Brunswick for at least five years. Successful candidates will be required to sign the Return of Service contract prepared for this purpose by New Brunswick before beginning their residency training. The contract is found within the program descriptions of the programs with a return of service obligation.

Candidates must be able to demonstrate that they have French language skills in order to obtain a position within the « réseau de santé vitalité » in accordance with the requirements of the language policy. Once matched, if the resident decides not to continue or not to complete the training, they will have to reimburse the costs of the training paid by New Brunswick. If the resident decides not to practice in New Brunswick, a penalty of $400,000 with interest will be imposed.

ADDITIONAL CRITERIA FOR INTERNATIONAL MEDICAL GRADUATES

RETURN OF SERVICE (ROS) REQUIREMENTS  Four positions are available for candidates who will commit to practicing medicine in New Brunswick for at least five years. Successful candidates will be required to sign the Return of Service contract prepared for this purpose by New Brunswick before beginning their residency training. The contract is found within the program descriptions of the programs with a return of service obligation.

Candidates must be able to demonstrate that they have French language skills in order to obtain a position within the « réseau de santé vitalité » in accordance with the requirements of the language policy. MEDICAL EDUCATION MD equivalency must have been recognized by the Collège des médecins du Québec.
ADDITIONAL INFORMATION To participate in the first iteration of the R-1 match, in the regular stream, you must:

  • obtain recognition of equivalence of your MD degree from the CMQ, and
  • upload and assign a copy of the CMQ letter confirming recognition of equivalence to the residency programs.

International medical graduates (IMGs) who have not been granted equivalence of their MD from the Collège des médecins du Québec and who wish to obtain information on the practice of medicine in Québec, as well as the possibility of completing residency in Québec, should contact the provincial licensing body for information on the evaluation process.

IMGs who complete the equivalence process of the CMQ can be considered via the first iteration of the CaRMS match provided they complete the application process before the deadline (for 2025 admission: November 29, 2024 at noon). Those who can do so before the second iteration deadline (for 2025 admission: March 18, 2025 at noon) will be authorized to participate in the second iteration.
