A new Match Violations Policy is coming into effect for all CaRMS matches for the 2021 match cycle.
Fairness and equity are foundational principles of the medical residency training application, selection and match process in Canada. CaRMS helps protect the integrity of the process by requiring all participants to conduct themselves in a professional, ethical, and responsible manner. All match participants enter into a contract that outlines their responsibilities and obligations to ensure equitable processes and mutual accountability. Since 2005, CaRMS has had a Match Violations Policy in place to enforce the obligations set out in these contracts. This policy has been reviewed and updated on an annual basis, to ensure it keeps pace with the evolving nature of the match.
New policy shaped by match stakeholders
The new Match Violations Policy in place for the 2021 match cycle is a complete refresh of the policy that was made possible through broad community collaboration. The new policy was developed by a joint committee including representation from learner organizations (CFMS, FMEQ, RDoC and FMRQ), the Association of Faculties of Medicine of Canada (AFMC), and CaRMS, to ensure that those most directly affected by the match violations process had a direct role in shaping it. It provides enhanced clarity around the violations process, including clear examples of what actions could constitute violations, as well as a range of possible sanctions and notifications in line with the severity of the offence. It also plainly lays out the reporting, review, and appeals process.
The Match Violations Policy will continue to be administered by the CaRMS Violations Review committee and will be reviewed annually by the Joint CaRMS Match Violations Policy Committee.
Education and outreach to come
The new Match Violations Policy will be complemented with an outreach and education campaign throughout the 2021 match year, with the goal of ensuring both applicants and programs understand what constitutes a violation, are clear on the process for reporting a violation, and feel safe and supported in reporting one should the need arise.
